At the third Conferences of the Parties (COP3) held in December 1997, it did not reach to an agreement in detail rules to start implementation based on Kyoto Protocol. Until the Marrakech Accords was adopted at COP7 in 2001, Kiko Network had put tremendous efforts to participate in and to lobby for international negotiations that aimed for making processes of solid international rules. After COP7, we still have cooperated with Climate Action Network (CAN) dealing with the global climate change and have participated in negotiations about the international framework.
Continuing Watching of International Negotiations

Kiko Network has sent its staff and members to the conferences of the parties (COP) after COP3. While the international negotiation became more and more technical, we improved our expertise as a Non-Governmental-Organization (NGO) by monitoring process, analyzing the discussions and appealing its problems to the Japanese government, citizens, and the international community. Through our continuous activities and accomplishments over the past few years, Kiko Network was recognized as one of the representative of Japan's NGO for climate change issues.

During the resumed session of COP6, which failed to reach the agreement, we held the message campaign and brought our messages to the Secretary General of the United Nations Framework Convention on Climate Change (UNFCCC) in person, and displayed them in the conference room, thus enabling us to deliver the voice of Japanese citizens to the world.
Climate Conference Newsletters "Kiko"

During each COP, we published newsletters "Kiko" in Japanese from the conference room. Each issue of "Kiko" incorporates the contents of the negotiations, the Japanese government's positions and its problems, and the urgent statements of NGOs, It is a effective tool to lobby the government delegations in the conference room. It is widely distributed to our members, the members of the Japanese parliament, the mass media, and companies.

Cooperation with Climate Action Network(CAN)

The Climate Action Network (CAN) is a global network of over 300 NGOs working to promote government and individual action to limit human-induced climate change to ecologically sustainable level. It has a strong voice during the negotiations. Kiko Network participates in CAN, and we have exchanged important information with NGOs from abroad. We have cooperated and worked together in lobbying, the corresponding with media, and organizing campaigns and activities during the conferences. CAN held "Fossil of the Day" awards (given to the country which gives the most negative remark or action during the negotiation) every COP conference. Because Japan was awarded a lot of Fossil of the Day" prizes, the events became famous in Japan.

Supporting participation of NGO from Developing Countries
Kiko Network believes it is important to deliver voices of citizens in developing countries at the negotiations. We have supported and encouraged the participation of members of NGOs in developing countries in most of the COPs. We also invited them to conferences in Japan such as ECO ASIA. Through these activities, we have been able to help deliver the voice of the citizens in developing countries to international negotiations. We have shared the information and ideas of NGOs in Japan with NGOs in developing countries. We have also given financial aids for the "NGO Conference on the Eve of COP6, Philippines" in 2000.
